Sir Jonathan Phillips


I became Warden of Keble in October 2010. My earlier career was as a civil servant. After some twenty-five years working mainly in economic departments in Whitehall, I moved in 2002 to the Northern Ireland Office as its political director. There I supported two Prime Ministers and four Secretaries of State in the Northern Ireland political process. I was appointed Permanent Secretary in 2005. I left the civil service in May 2010 shortly after the successful devolution of policing and justice powers to the Northern Ireland Executive.

Research Interests

My earlier academic interests had a strong Irish dimension. I wrote a doctoral thesis on the campaign for government funding of Catholic higher education in Ireland in the late nineteenth century which was one of the elements of the Irish home rule question. I retain a considerable interest in modern Irish history and in contemporary British politics.
